Project Scope
The Government of KP is working towards of strengthening the province’s PFM system in accordance with the GoKP Public Financial Management (PFM) Reform Strategy for 2017-2020. To this end the GoKP has been receiving financial backing from the World Bank to improve the province’s revenue mobilization system. Building on the MDTF backed Governance and Policy Programme (GPP), the Bank has now developed the KP Revenue Mobilization and Public Resource Management Program (KPRMRMP). The objective is to increase KP’s own-source revenue and streamline the allocation of existing public resources. The Program focuses on two key results areas i.e., efficient revenue mobilization and effective public resource management.
Associates in Development Pvt. Ltd. has been hired to verify results against six Disbursement Linked Indicators (DLIs).
Services
AiD is providing third party verification (TPV) services to the KPRMPRM Program. AiD is undertaking TPV of six DLI based results achieved over the five years of the Program (FY 19/20 – FY 23/24):
- DLI 1: Registered taxpayers who filed GSTS in previous year
- DLI 2: Database integration in tax administration
- DLI 3: Cities with updated UIPT surveys, valuations and digitized records
- DL 4: Cash management based on regular consolidation of cash balances and regular cash plans
- DLI 5: ADP funds allocated to unapproved projects (excluding Foreign Project Assistance)
- DLI 6: TMAs using NFMIS to record transactions (cumulative)
The purpose is to conduct an independent verification of progress on each DLI before any disbursement can be made for the project under the DLI category of expenditure. The verification is conducted biannually with two verification reports generated each year.
