Associates in Development Pvt. Ltd. is an international consulting organization with its head office in Islamabad, Pakistan, and closely affiliated offices in the UK and the US. Established in 1992, the firm provides development and management consulting services in the engineering, social sectors and Environment/Climate change. We invite applications from qualified and experienced professionals for the following positions under our upcoming donor-funded WASH sector projects in Pakistan. Interested candidates must possess the required educational qualifications and demonstrate relevant experience and expertise in their respective fields within the development sector. Candidates should also have excellent written and verbal communication skills in English.

 

(A) Area of Expertise: Policy, Planning and Regulation

The activities under this area of expertise will strengthen legislation, policy, strategy, planning, guidelines, standards and regulation and/or other policy instruments for WASH services; including technical assistance and documentation to develop or revise a policy instrument, evidence generation, strategy development/roadmaps, capacity building and advocacy.


  • Position No. 1: Team Leader-WASH
  • Position No. 2: WASH Policy and planning Expert
  • Position No. 3: Legal Expert –WASH

Qualification: The incumbent must have relevant educational qualification and extensive professional experience in the assigned role commensurate with the categories specified in the Level of Experience table below. The incumbent shall demonstrate proven expertise in review and development of legislation, policy, strategy, planning, guidelines, standards and regulation and/or other policy instruments for WASH services.


(B) Area of Expertise: Financing and Project Development

The activities under this area of expertise will strengthen sectoral, sub-sectoral, agency and/or project financing, including financing plans, financial advisory services on financing modalities (blended finance, public-private-partnerships, social impact bonds), WASH services costing, situation analysis, feasibility studies, public financial management (public expenditure reviews, capacity building, project and/or proposal development including climate finance mechanisms), evidence generation, strategy development/roadmaps, capacity building and advocacy.


  • Position No. 1: Climate Change Expert – WASH
  • Position No. 2: Economist – WASH
  • Position No. 3: WASH Tariff / Economic Regulation Specialist

Qualification: The incumbent must possess a relevant educational qualification and have extensive professional experience in the assigned role commensurate with the categories specified in the Level of Experience table below. The incumbent shall demonstrate proven expertise in public, private and blended financing, including public financial management, project development and other related areas for WASH services and sectors.

 

(C) Area of Expertise: Institutional Arrangements and Accountability

The activities covered under area of expertise will strengthen institutional mandates, structures, capacity and frameworks to enable effective, efficient, accountable service delivery of basic and safely managed water and sanitation and hygiene services; including technical assistance to assess/evaluate and provide recommendations on the foundational aspects and functionality of institutions individually and collectively; evidence generation, strategy development/roadmaps, capacity building and advocacy. This will include service delivery models as well, working across a variety of modalities including government service provision, delegated management, public-private partnerships, community-based management, facility-based management (for WASH in health and education facilities), etc.


  • Position No. 1: WASH Governance Expert
  • Position No. 2: Water Supply Service Delivery / Utility Management Expert
  • Position No. 3: Wash Regulation /Compliance Specialist

Qualification: The incumbent must possess a relevant educational qualification and have extensive professional experience in the assigned role commensurate with the categories specified in the Level of Experience table below. The incumbent shall demonstrate proven expertise in WASH institutional governance, accountability, and service delivery models for equitable and sustainable WASH services.

 

(D) Area of Expertise: Monitoring and Evaluation

The activities covered under area of expertise will a) strengthen sector and/or project monitoring and evaluation, including WASH monitoring information systems (MIS) development and improvement, technology for development in WASH sector with use of AI and available innovative solutions (Mobile Apps, GIS tools, IoT based monitoring, SMS and IVR campaigns, dashboard and Analytics, mobile surveys and Chatbots) and b) broad evidence generation on WASH sub-sectoral and technical issues (i.e. rural and/or urban water, sanitation and hygiene, WASH in Institutions, menstrual health and hygiene).


  • Position No. 1: M&E Expert – WASH
  • Position No. 2: MIS Expert – WASH
  • Position No. 3: Social and Behavior Change Expert -WASH

Qualification: The incumbent must possess a relevant educational qualification and have extensive professional experience in the assigned role commensurate with the categories specified in the Level of Experience table below. The incumbent shall demonstrate proven expertise in sectoral / project monitoring and evaluation, innovative digital tools in information management, evidence generation based on robust monitoring and evaluation, preferably in WASH sector.

 

(E) Area of Expertise: Logistics and Administration

The activities covered under this area of expertise will be logistical support to DONOR to complement technical services provided by teams involved in other area of expertise or to complement DONOR’s direct technical support to Government and communities; including event management, arrangement of travel and related expenses for event participants, designing print and media products and managing printing work.


  • Position No. 1: Event Management Specialist
  • Position No. 2: Logistics and Administration Specialist

Qualification: The incumbent must possess a relevant educational qualification and have extensive professional experience in the assigned role commensurate with the categories specified in the Level of Experience table below. The incumbent shall demonstrate proven expertise in event management and logistical support including payment of DSA and other allowances, arranging the venue with necessary signboards and banners, registration of participants, preparing handouts, etc.
