Project Scope
The Higher Education Commission (HEC) of Pakistan has launched a project titled Higher Education Development in Pakistan (HEDP), with financing support of the World Bank. The HEDP aims to “support research excellence in strategic sectors of the economy, improve teaching and learning, and strengthen governance in the higher education sector”. The project has the following main components, with each of these having specific and more targeted sub-components:
- Component 1: Nurturing Academic Excellence in Strategic Sectors
- Component 2: Supporting Decentralized Higher Education Institutes for Improved Teaching and Learning
- Component 3: Equipping Students and Higher Education Institutions with Modern Technology
- Component 4: Higher Education Management Information System and Data Driven Services
- Component 5: Capacity Building through partnerships, Project Management, Monitoring and Evaluation.
The World Bank has instituted pre-specified Performance Based Conditions (PBCs) on certain results, the achievement of which will lead to disbursement of associated funds to the HEC. The results are linked to eleven (11) DLIs, developed to contribute towards the projects development objective.
Services
AiD is providing third party verification (TPV) services to the HEC for the HEDP Project. AiD is undertaking TPV of eleven DLIs:
- DLI 1: Number of competitive research grants and innovator seed fund grants awarded
- DLI 2: Outcomes achieved under the competitive research grants awarded under the Project
- DLI 3: Number of functional QECAC in AUs
- DLI 4: Improvement of undergraduate education – AD programs
- DLI 5: Implementation of 4-year Bachelor program
- DLI 6: Establishment of regional NAHE Centers
- DLI 7: Proportion of faculty and staff trained
- DLI 8: Expansion of PERN
- DLI 9: Universities digitizing their administration
- DLI 10: Use of the Special Funds for Improving Universities’ Financial Autonomy and improving governance using the latest technology
- DLI 11: Quality of remote learning
The purpose is to conduct an independent verification of progress on each DLI before any disbursement can be made for the project under the DLI category of expenditure. Three rounds of verification are to be carried out over 12 months period with verification reports generated for each round.
