Project Scope
The Governance and Policy Project Khyber Pakhtunkhwa (GPP-KP) is a project financed by the World Bank under its Multi Donor Trust Fund (MDTF). The project was developed with the aim to contribute to the overarching objective of the KP government to build public trust in state institutions and foster peace and stability in the province. The project contributes to these objectives by supporting grievance redress mechanisms and community engagement in public services.
It will also provide support for public investment management and monitoring performance in service delivery. The support for tax collection will assist the government’s goal of imparting a sense of citizenship based on a social contract.
AiD’s services have been hired by the Project Management Unit for third-party monitoring and independent verification of the progress against the Disbursement Link Indicators (DLIs).
Services
The overall objective of the TPMA is to contribute to Govt. of Khyber Pakhtunkhwa’s efforts on:
- I) Increasing capacity for revenue mobilization and the public financial management
- II) Improving public investment management and accountability in public services
Under the first component, AiD validates the number of Sales taxpayers that have filed tax returns. The purpose of the verification exercise is to review the increase in the number of tax filers and the resulting revenue generated by the Khyber Pakhtunkhwa Revenue Authority (KPRA). This is done through a verification of data on KP Revenue Authority’s PRAL system.
Under the second component, verification is done of the number of water sector public investment assets that have been geo-mapped and published online. AiD’s verification team re-tags the identified assets and compares its accuracy against the geo-coordinates collected by the PMU.
