Project Scope
The aim of the evaluation was to
- Assess the coverage and percent implementation of notified Standards (Primary & Secondary) at selected facilities in Project Districts, and whether or not the clients felt satisfied with tangible additions to their surroundings;
- Assess the success or failure of the Project in financial terms; and
- Assess the concept of quality management at the Department of Health (DoH), including at the districts, and its priority in the departmental plans.
A mixed method approach, including both quantitative and qualitative, was employed for the evaluation.
Services
Description of actual services provided in the assignment:
- Review of the Project PC-1s (from FY 2009/10 – 2011/12; FY 2013/14 – 2014/15) and extension over FY 2012/13.
- In-depth analysis report of the PC-1s and extension periods project functional mechanism, and consultative analysis of Project functioning with Project personnel over the years.
- Appraisal of the Project annual work plans.
- Evaluation of Project implementation processes over the period.
- Assessment of trainings & orientation to Standards provided by the Project.
- Assessment of on ground implementation work done by the Districts Healthcare Facilities.
- Assessment of the technical support and backstopping provided by the Project to the Districts Healthcare Facilities funded through tied-grants.
- Assessment of the need and realization of improving the quality of healthcare services amongst all relevant stakeholders and their perceptions of the IQHCS-KP Project role.
- Identification of gaps in capacity, empowerment, advocacy and implementation modalities of IQHCS-KP Project and recommend options to improve them with in the Government Rules of Business.
