Project Scope

The Sindh Energy Department (SED), with financial and technical support of World Bank, is leading implementation of USD 105 million Sindh Solar Energy Program (SSEP) which has been conceptualized in the backdrop of access deficits in both the availability and quality of electricity supply and province’s potential to be a large market for solar home systems (SHSs). The program’s development objective is to increase solar power generation and access to electricity in Sindh Province. It will achieve these objectives through multi-layered activities categorized under four components of the program, which are: Utility-Scale Solar; Distributed Solar; Solar Home Systems; Capacity Building and Technical Assistance.

 

As part of Component 3 (Solar Home Systems), 200,000 households will be provided financial assistance in the form of grants to purchase SHSs from private sector SHS suppliers. 

 

SSEP has hired AiD to conduct the baseline survey in 11,000 households spread across all districts of Sindh under this component. The objective of the survey is to identify the districts with low access to electricity for provision of SHS support under Component 3.

Services

The household survey was carried out using the Multi Tier Framework developed by the World Bank’s Energy Sector Management Assistance Program (ESMAP) team. The scope of work included contextualization of the household and community survey questionnaires, sampling design for the survey, listing in 706 sampled enumeration blocks spread across all districts of Sindh province, development of CAPI application for the survey, selection of household sample as per the approved stratification plan and community survey.

 

A team of 65 enumerators was trained and mobilized to conduct the survey jointly with the consortium partner Foresight Research. The AiD-Foresight Research was also responsible for performing data management and quality assurance.
