Project Scope

The Project for Strengthening Capacity of Local Government Officers in Newly Merged Districts (NMDs) in Khyber Pakhtunkhwa (KP), aims to improve the capacity of relevant government agencies to provide training and support to local/tehsil governments in the NMDs; focusing on planning, monitoring and evaluation capacity.The aim of the project is to strengthen the resilience of the area and contribute to peace and stability by improving the public service delivery capacity of the NMDs.

 

The expected outputs are the establishment of a system to provide training and support to tehsil local governments in the NMDs; and the enhancement of the capacity of tehsil local governments in NMDs on planning, monitoring and evaluation. 

 

The project is being implemented by Japan International Cooperation Agency (JICA) represented by Oriental Consultants Global Co., Ltd. with the Local Government, Election and Rural Development Department (LGE&RDD) of the Government of KP. In order to achieve the overall objectives of the project, JICA has engaged AiD to conduct a baseline survey in the NMDs of KP.

Services

AiD has been commissioned by JICA to conduct a comprehensive data collection exercise in the NMDs (Newly Merged Districts). The survey will be conducted at three levels: district, tehsil, and village. At the district and tehsil levels, AiD will conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with relevant government departments and stakeholders. At the village level, random citizen/household surveys will be conducted to gather feedback from citizens regarding their understanding of the local situation and their perceptions of the effectiveness of development interventions. 

 

A total of 59 Key Informant Interviews (KIIs) will be conducted in 8 districts and 27 Tehsils of the NMDs, while 170 Focus Group Discussions (FGDs) will be conducted at the district, Tehsil, and village levels. Additionally, for the Citizen/HH survey, AiD will interview 975 residents in 54 VCs and 21 NCs across the 8 districts, where 50% of these surveys will be conducted among the female population. The collected data will be used to prepare a comprehensive baseline report, informing the development of strategies and policies aimed at improving the socio-economic conditions of the people in the NMDs.
