Project Scope
Pakistan Poverty Alleviation Fund (PPAF) received a grant from International Fund for Agriculture Development (IFAD) for ‘National Poverty Graduation Program (NPGP)’, which aims to ‘assist the ultra-poor and very poor in graduating out of poverty on a sustainable basis; simultaneously improving their overall food security, nutritional status and resilience to climate change’.
NPGP targets districts across four provinces of Pakistan. The program follows a tested social mobilization-based approach for community targeting, organization and implementation in which PPAF engages existing and new suitable partners in target areas for the delivery of project interventions.
PPAF commissioned Associates in Development Pvt. Ltd. to conduct an in-depth market assessment and value chain analysis in 13 targeted districts of Khyber Pakhtunkhwa (10) and Balochistan (3).

The objective of the assignment was to identify and systematically analyze (off-farm and on-farm) potential pro-poor value chains with maximum benefit that could be taken forward under the programme to improve livelihoods, living conditions and income generative capacities of poor households, especially of the women and youth in the targeted UCs. The assessment helped identify gaps and constraints in knowledge, technology, access to finance and issues related to backward and forward linkages to be address those under the programme. List of training needs/ training opportunities/ accredited institutions were identified that could provide training under the programme in the target districts.
Specifically, the assessment was carried out by conducting Key Informant Interviews and Focus Group Discussions with market actors, community members, relevant local public administration officials and non-governmental organizations in all targeted districts. AiD produced a UC-level matrix of prioritized value chains and a detailed district-wise analysis of these value chains.
