Project Scope
Khyber Pakhtunkhwa Public Resource Management Program (KPRMP) is a World Bank-funded reforms program, being executed by the Government of KP’s Finance Department, in cooperation with other relevant departments. The program is based on provincial government’s PFM Reform Strategy 2017 -2021 to strengthen revenue mobilization and public resource management in KP.
Under this program, the FD has identified the need for an impact/vulnerability analysis of GSTs and Property Tax on women taxpayers in KP. The current taxation regimes in KP are “disproportionately affecting” poor women, minorities and other vulnerable groups. This study is aimed at understanding the present situation and making recommendations to the GoKP in order to address any gender related tax grievances.

Services
The study will adopt a participatory qualitative approach whereby insights will be obtained directly from the target group (i.e. women GSTs taxpayers and Property taxpayers) and corroborated with findings from the relevant tax agencies.
The key tasks being performed by AiD are:
- Establishing a baseline of women taxpayers in KP province based on business types;
- Reviewing impact (vulnerability analysis) of GSTS on women taxpayers in KP province;
- Reviewing impact (vulnerability analysis) of property tax on women taxpayers in KP province;
- Reviewing existing mechanisms for women to file provincial tax related complaints, the types of grievances generally received from women related to provincial taxation, and the time it takes to resolve these complaints.
