Project Scope
This consultancy was focused on a policy and institutional review of a broad range of public and civil society institutions undergoing transition in the post decentralization period in Tanzania. This period also saw significant developments in the evolution of Tanzania’s Agriculture Sector Policies, Rural Development and Poverty Reduction Strategies and the Local Government Reform Program. Together, these initiatives have redefined the manner in which the Government of Tanzania would pursue its broader development and poverty reduction agenda in the coming decades.

The overall evaluation program targeted Uganda, Ethiopia and Tanzania, to deepen IFAD and its partners’ understanding of how selected projects have performed in a decentralizing environment, focusing on several cross-cutting themes with in each project. The evaluation was aimed at providing new insights on project performance in relation to design and its contributions to effects and impacts in a decentralized framework.
he evaluation involved assessments of two IFAD co-financed projects:
- The Kagera Agriculture and Environmental Management Project (KAEMP)
- The Participatory Irrigation Development Project (PIDP)
