Project Scope
Funded by the World Bank Islamabad, the technical assistance was commissioned as a sub-contract to GHK, UK which was the lead firm engaged for the process evaluation. The project purpose was to evaluate the process of Government of Pakistan’s (GoP) Benazir Income Support Program (BISP) and determine the effectiveness of the scorecard based methodology during the test phase.
The core objective of the exercise was to assess whether the targeting methodology is being implemented to:
- Assess whether BISP, its Partner Organizations (POs), and other stakeholders implemented the agreed Targeting Process’ producing the expected outputs
- Review the approaches recommended and advise on improvements in the BISP poverty targeting process
Services
AiD covered the districts identified to determine the effectiveness of the methodology in KP, Balochistan, GB and AJK. This evaluation was qualitative and analytical, which determined whether the guidelines specified in the targeting manual were followed.
The scope of services included finalizing survey questionnaires with the partner firm; organizing and mobilizing survey teams; conducting surveys and focus group discussions; data entry and processing, stakeholder assessment, consultative workshops and reporting.
