Project Scope
World Bank has been managing the implementation of multiple development projects in Pakistan under the umbrella of Multi Donor Trust Fund (MDTF). Following up on the 1st round, the 2nd round of MDTF projects expanded on support for essential services to the population impacted by the various crisis including terrorism on the border regions with Afghanistan (KP, FATA, and Baluchistan) and provide investments for short to medium-term reconstruction of the social and economic infrastructure. AiD’s services were hired by the World Bank as the third-party monitoring agent for Round 2 of MDTF projects.
World Bank hired AiD’s services to carry out third party monitoring of selected MDTF projects which included;
- Southern Area Development Project (SADP)
- Economic Revitalization of KP and FATA (ERKF)
- Rural Livelihood and Community Infrastructure Project (RLCIP)
Services
The scope of TPMA included capturing, verifying, and cataloguing progress and process monitoring data on the listed MDTF projects. More specifically, Specific TPMA tasks included compilation of GIS-database of beneficiaries and assets created; review the action plans of community organizations in service delivery projects, and assessment of their sustainability; review of documentation during the entire process of matching grants under the Economic Revitalization of KP and FATA project; verification of the existence of the assets and quality validation of the works at its different stages; review of fiduciary aspects in the cases where implementation units are located outside Peshawar in the field; Evaluation of the whole process of delivery of services rendered by organization/ contractors through various procedures including interviews and surveys with the public and report on the impact of the work on the life of the people and regional economy.
