Project Scope
The National Capacity Self-Assessment (NCSA) project was devised to assess the national institutional capacity available to implement the three conventions signed by the Government of Pakistan (GoP) at the United Nations Conference on Environment and Development (UNCED), also known as the Earth Summit held in Rio de Janeiro in 1992. The three conventions signed were; 1) – United Nations Convention on Biological Diversity (UNCBD), 2} – United Nations Framework Convention on Climate Change (UNFCCC) and 3) – United Nations Convention to Combat Desertification (UNCCD).
The objectives of the study were:
- Identification of national capacity constraints and priorities to meet Pakistan’s international commitments contained in the three Rio conventions on Biodiversity, Climate Change and Desertification
- Determine how best to develop this capacity to meet Pakistan’s commitment to global environmental management through the production of a strategy and action plan

AiD was responsible for conducting a national level capacity assessment to identify the institutional gaps pertaining to the thematic areas under the Rio Conventions and develop actionable recommendations.
The assessment process involved the following five distinct stages:
- Establishing linkages amongst stakeholders through consultations and awareness generation
- Assessing baselines and stocktaking
- Conducting thematic assessments
- Crosscutting assessments
- Action Planning
The outcome of this study was the NCSA action plan for Pakistan in the form of a report. The report recommended goals, objectives and strategies for national capacity development, including priority actions, the timeframe, possible funding and responsibilities for implementing the recommendations.
