Project Scope

The Punjab Urban Land Enhancement (PULSE) is a project funded by the International Development Association (IDA), World Bank and implemented by the Punjab Board of Revenue and the Punjab Land Records Authority (PLRA). The main objective of PULSE is to support Government of Punjab in improving land tenure security and rights through enhanced land records systems and practices, as well as identifying land for development and housing programs. The project aims to achieve several outcomes, including the provision of digital land records linked to cadastral maps and Disaster Risk Management (DRM) data, improved tenure security and access to land for housing, a unified land management information system, and a strengthened capacity and regulatory framework.

As the Monitoring and Evaluation (M&E) firm, Associates in Development (AiD) is tasked with regular monitoring of all PULSE implementation activities, including visits to Arazi Record Centers (ARCs) and beneficiary feedback. The firm will provide bi-annual reports on the status of the activities, identify any challenges, issues and/or shortcoming in implementation, and report user satisfaction.

Services

These M&E objectives are to be achieved through the following key tasks:

  • Task 1: Assessing the baseline for all target indicators
  • Task 2: Timeline surveys/change tracker surveys for the efficiency of land registration/transaction services and user satisfaction
  • Task 3: Reporting the results and related activities.

The data collection for above-mentioned services is being performed digitally using customized android-based software CAPI software. In the first phase, for the baseline data collection, data will be collected from 850 beneficiaries across Punjab (Upper, Central and Lower Punjab). In the subsequent phases M&E data will be collected from 30 ARCs and 722 beneficiaries of PULSE.
