Project Scope
The project comprised of monitoring services including Financial Audit, Performance Audit and Technical Assistance to 8,000 Schools (2,000 in Phase I and 6,000 in Phase II) in Abbottabad, DI Khan, Peshawar, and Nowshera (KP).
Services
Performance Audit of the programme:
- To make sure the missing facilities constructed are as per the approved School Improvement Plans (SIP).
- To check the identified missing facilities mentioned by PTCs in their approved SIP.
- To make sure the same facility is constructed or being constructed in the school.
- To check if the facility provided is in accordance with engineering standards or with the already approved designs.
- Provide recommendations to address any issue.
Provision of technical assistance:
PTCs, in majority of the schools lack capacity to supervise the construction work and to make sure it is in accordance with the Engineering Standards followed in Khyber Pakhtunkhwa. The firm provided technical assistance to PTCs in schools where major civil works are involved. It also included addressing technical issues that arose on site and answering any related queries by PTCs/school management.
Major civil works included construction of room, group latrine, boundary wall and structural repair. The firm was expected to cover all the schools which were involved in major civil work.

Financial Audit of the programme
- To make sure that money allocated had been utilized as per approved School Improvement Plans (SIP) and record kept up to date.
- To make sure that funds were released to district account office and then further to the respective PTC account.
- To check the financial register maintained by the respective PTC, ensuring that all the allocation was utilized by PTCs in accordance with SIP. Money left over can be utilized on other things according to the need of the school.
- To identify areas of weakness where funds were mishandled or misappropriated.
- Provide recommendations to address any issue.
