Description of Project:

The CARE for South Asia project focuses on supporting Nepal and Pakistan in advancing gender-responsive climate policies. While these countries have developed their Climate Change Gender Action Plans (ccGAPs) to promote gender equality, women and marginalized groups continue to face barriers in accessing policy benefits equitably.

Given the project’s emphasis on climate-resilient policies and standards, there is an opportunity to assist project countries in fulfilling their COP25 commitments under the Enhanced Lima Work Program on Gender. This includes translating national ccGAP commitments into sectoral strategies and investment plans while integrating a gender-responsive approach in climate policies across agriculture, water, and transport sectors.

As part of this initiative, a Capacity Needs Assessment (CNA) was conducted in 2021–2022 to evaluate the capacity gaps of government officials in key sectors. Based on its findings, a series of seven gender mainstreaming trainings were planned across Bangladesh, Nepal, and Pakistan, covering:

  • Gender-Responsive Climate Budgeting (GRCB) – Two trainings (Nepal, Pakistan)
  • Gender Mainstreaming in Climate-Smart Agriculture (GMCSA) – Three trainings

Gender Mainstreaming in Climate-Resilient Infrastructure & Services – Two trainings

Description of actual services provided AiD within the assignment:

AiD is engaged under a subcontract with TTT, the prime contractor with the Asian Disaster Preparedness Center (ADPC) and the International Bank for Reconstruction and Development (IBRD)/International Development Association (IDA) for the project titled:

“Developing and Delivering Sensitization on Gender Mainstreaming in Key Sectors in Bangladesh, Nepal, and Pakistan under Climate Adaptation and Resilience (CARE).”

Under this engagement, AiD successfully conducted two training sessions in Islamabad:

  1. Gender-Responsive Climate Budgeting (GRCB)
  2. Gender Mainstreaming in Climate-Smart Agriculture (GMCSA)

The scope of work is as follows:

Task 1. literature review and stakeholder consultation

  1. Detailed consultations with the Gender team of CARE for South Asia Project to understand all the key. activities, deliverables, and timelines.
  2. Stakeholder consultations with the country project team, key government departments involved in the project and gender-related agencies to learn about their expectations in
    1. Pakistan and a literature review of existing training materials, courses, and guidelines about gender mainstreaming in CSA and transport sectors as well as GRCB.

    Task 2. Development of training programs on mainstreaming gender

    1. Developing training plans for each training.
    2. Designing training courses.
    3. Developing session plans, handouts, and audio-visual materials for each training.

    Task 3. Delivery of training programs and training evaluation

    1. Coordination and ensuring logistics for each training.
    2. Delivering the training.
    3. Conducting pre- and post-training evaluations of participants and the training programs.
