Project Scope
USAID Pakistan Mission has put in place a Multi-Tiered Monitoring (MTM) approach to enhance its performance monitoring; whereby the data, M&E and CLA requirements for projects implemented in difficult to access areas are met in part by putting in place a variety of monitoring actors. The following five tiers are aimed at meeting the requirement of high quality, reliable and timely monitoring, evaluation and learning data.
1) USAID Contact with the Implementing Partner (IP);
2) USAID Site Visits,
3) Document Reviews,
4) Independent Monitoring,
5) External Sources
USAID Pakistan Mission has selected local organizations for provision of PMES services to the entire Mission, including the support and regional offices across Pakistan, and Mission’s technical offices. The PMES contractors are to provide services under Tier 4 of the MTM i.e. independent monitoring, which will in turn contribute to adaptive learning and accountability. Specifically, the PMES contractors will support the Mission in meeting its performance monitoring, evaluation, programmatic and thematic assessment data needs and conducting data quality assessments.
AiD Pvt. Ltd. is leading a consortium of national and international organizations with whom USAID has signed five-year long Blanket Purchase Agreement (BPA) for provision of PMES services in Pakistan.
Services
Geographically, the scope of PMES services will be spread across all areas targeted under the USAID CDCS 2018-2023, including KP, Baluchistan, South Punjab, Northern Sindh and Karachi.
The PMES Activity will provide M&E services to the entire Mission, including support offices and regional offices in Peshawar, Karachi, and Lahore; and technical offices including Offices of Health, Population and Nutrition; Education; Infrastructure and Engineering; Economic Growth and Agriculture; Energy; Stabilization and Governance and Community Resilience. Specifically, the services will include:

- Performance and Impact Evaluations
- Knowledge, Attitudes and Perceptions (KAP) Studies
- Baseline, midline and endline surveys
