Project Scope

The Government of Pakistan in collaboration with Asian Development Bank (ADB) and other donors has created the National Disaster Risk Management Fund (NDRMF) to address key issues in Disaster Risk Management, Resilience Building and Disaster Risk Financing. The Fund aimed to conduct baseline and stakeholder perception survey to understand the thinking and capacity of the stakeholder groups about disaster risk reduction. It will help in programmatic alignment with stakeholders needs and serve as a baseline for NDRMF’s communication and stakeholder engagement plan.

Services

AiD assisted NDRMF to conduct the survey in 25 high risk priority districts across province and regions of Pakistan. The design of the survey was composed of 3 modules i.e., Baseline Module, Perception Module and Disaster Risk Financing Module. 

  • Baseline Module captured secondary information based on approximately 44 tailor-made indicators provided by the NDMA. This module focused on documenting information related to all 32-34 high priority indicators at the federal (NDMA), provincial (PDMA) and District (DDMA) level. The objective of the survey was to collect baseline data to monitor progress of NDRMF’s performance as per the NDRMF Results Framework (2018-2023);
  • Stakeholder’s Awareness and Perception Module gauged the level of stakeholders’ awareness about DRM and capacity for disaster risk management/reduction and their understanding of different DRR instruments including NDRMF in general. This module had 3 sub-modules: 
    1. i) Stakeholder awareness and understanding about DRR/NDRMF, 
    2. ii) Community Based DRR interventions (to be done at community level only) and 

    iii) Awareness and perception of information and communication channels (media)

    • Disaster Risk Financing Module covered: 
    1. i) Institutional technical capacity assessment with respect to DRF, 
    2. ii) Willingness to Sell/Pay for Disaster Risk Insurance, 
    3. iv) Understanding the Benefits of Disaster Risk Financing & Transfer and 
    1. Perceived Limitations of Disaster Risk Financing & Transfer
