Project Scope
The World Bank undertook analytical work focused on filling current knowledge gaps with regards to secondary cities in Pakistan. This analytical work informed future policy dialogue with government counterparts and possible future investments.

The World Bank hired Associates in Development to conduct an assessment to review the institutional and financial arrangements of 8 sampled cities as well as assess and describe the existing municipal service levels, climate resilience challenges and infrastructure in these cities. The municipal services to be assessed include solid waste, drainage and flood management, water supply, wastewater management, roads and parks etc.

The sampled cities were: Faisalabad, Gujrat and Sialkot from Punjab; Mardan and Mansehra from KP; and Hyderabad, Kotri and Sukkur from Sindh.
Services
Specifically, AiD team assessed:
- Institutional and Organizational Arrangements: Description and analysis of the institutional and organizational arrangements pertaining to urban infrastructure and service-delivery and the development and management of secondary cities.
- Fiscal and Financial Arrangements: Description and analysis of the fiscal and financial arrangements pertaining to secondary cities and the budgetary performance and needs of the entities involved in the management of these cities and delivery of infrastructure and services within them.
- Municipal Infrastructure and Service Delivery Gaps: Description and assessment of the municipal infrastructure and service delivery gaps in secondary cities and financing needs to fill these gaps.
- Climate Resilience Issues: Description and assessment of the key climate resilience issues facing the secondary cities.
