Project Scope
As part of the Temporarily Displaced Persons (TDPs) repatriation process in the Newly Merged Districts (NMDs) the Government of Pakistan (GoP) in collaboration with IFAD, launched the Temporarily Displaced Persons Emergency Recovery Project (TDP-ERP). The project is being implemented by NADRA and the Economic Affairs Division (EAD) and provides financial assistance the affected families in all the NMD districts (North Waziristan, South Waziristan, Khyber, Kurram, Orakzai, Mohamand and Bajaur) as well as four southern KP districts (DI Khan, Bannu, Lakki Marwat and Tank) where TDPs have settled. The Project Development Objective is to support the early recovery of families affected by the militancy crisis, promote child health awareness, strengthen emergency response safety net delivery systems and provide desired services through Citizen Facilitation Centers (CFCs) established in the targeted districts. The project has set up 43 CFCs across the 11 target districts. The following grants are provided under the TDP-ERP:
- Early Recovery Grant (ERG): A one-time resettlement grant provided to the returnee families
- Livelihood Support Grant (LSG): An unconditional cash grant provided to the affected families over a course of 4 months
- Child Wellness Grant (CWG): A conditional cash grant provided to parents of children less than 2-years old upon attendance of child health awareness sessions.
Alongside the grants, these CFCs provide various services such as NADRA registration, Civil registration, NADRA e-Sahulat etc. Thus far the project has assisted in the registration of 400,000 TDPs and provided child health services to around 800,000 families
Services
Associates in Development Pvt. Ltd. has been hired by NADRA/EAD to perform Operations Review (OR) of the TDP-ERP. The OR will entail a comprehensive process review of the project against its original design/ operation manual. The objective of the OR is providing regular feedback on Targeting, Communication, Payments (UCT & CCT), Service, Grievance Redress and Processes of the project. The OR information will be used to improve NADRA/EAD operations and systems to tackle performance issues and manage fiduciary and delivery risks. The major components of the OR activity are:
- Spot Checks – at the CFCs
- Process Evaluation – a review of the processes and operational activities.
- Beneficiary Survey – a sample-based beneficiary feedback survey.
