Executive Director – Power Division
Mr. Zaheer Ahmed Ghanghro has over three decades of experience in the power sector, covering
generation, transmission, project development, and corporate leadership. He has held senior
executive roles, including CEO and Managing Director of Halmore Power, Managing Director of
OMS Pakistan, and Project Director of Chiniot Power, along with earlier technical positions at
WAPDA.
As Managing Director for Pakistan operations at O&M Solutions (Mauritius), Mr. Ghanghro
played a key role in the development, contract negotiations, construction, and commissioning of
major power projects in Pakistan. His portfolio includes all 6FA projects—Orient, Saif, Sapphire,
and Halmore—as well as K-Electric’s 560 MW Bin Qasim II power plant. During his time at
OMS Pakistan, he expanded the company’s activities beyond operations by offering specialized
services to lenders and financial institutions as Lenders’ Engineer, along with Risk Engineering
services to the insurance industry.
A strong advocate of renewable and sustainable energy, Mr. Ghanghro led the development of a
62.4 MW bagasse-fired power plant with high-pressure boilers, along with a 1.5 MW rooftop
solar project at Chiniot Power. These initiatives not only diversified the energy sources but also
demonstrated his ability to deliver innovative, clean energy solutions.
He started his career with WAPDA, where he spent over 17 years in various technical and
operational roles. These included electrical maintenance and operations at the 880 MW Jamshoro
Thermal Power Station, maintenance engineering for the Guddu–Multan 500 kV transmission
lines, and operations engineering at the 500 kV Multan grid station.
Alongside his executive career, Mr. Ghanghro has extensive governance experience. He currently
serves as Chairman of the Board at Quaid-e-Azam Solar Power (a 100 MW PV solar plant in
Bahawalpur) and as a Director at Lalpir Power (a 362 MW oil-fired plant in Mehmood Kot) and
Punjab Grid Company. He previously served as Chairman of the Board at Quaid-e-Azam
Thermal Power (a 1,180 MW combined-cycle plant in Bhikki).
He holds master’s degrees in Engineering and Business Administration and has completed
advanced training in Pakistan, Germany, and the UAE. His career showcases a strong mix of
technical skills, strategic leadership, and governance experience in Pakistan’s growing power
sector.
