Narrative description of Project:
The Government of Balochistan (GoB) is preparing a Balochistan Human Development Project with support from the World Bank (WB). The Project’s objective is to improve access and quality of health and education services in Balochistan, particularly in refugee’s concentrated areas. In health, it aims to do so by improving supply chain management, human resource (HR) management and service delivery in selected districts with a focus on primary and secondary health care. In education, the Project will focus on up-gradation of schools, teacher training and improving management of school. The Project will also consider strengthening social protection initiatives in the province and may support the GoB to establish a Social Protection Authority.
Description of actual services provided in the assignment:
AiD has assisted World Bank in providing technical assistance (TA) to the Government of Balochistan (GoB) in preparing quality implementation documents. The specific project deliverables were:
- An Environmental and Social Impact Assessment (ESIA) Study
The Environmental and Social Management Framework (ESMF) which also includes Environmental and Health Care Waste Management Framework (EHCWMF) has been prepared for the proposed activities related to construction and health care waste management and other activities related to social and environmental safeguards. The ESMF provides an overview of the baseline conditions which also identify environmental and social impacts of sub projects proposed under the overall project. The ESMF also provides guidelines for the preparation of site specific ESMPs mostly for up gradation related activities and EHCWMP for medical waste generated in health facilities proposed to be supported by the Project.
The specific tasks included the review of national and provincial legislations and regulations, review of WB operational policies on environmental and social assessment, carry out reconnaissance survey, collect baseline data on physical, biological and socio-economic parameters, undertake institutional
analysis of the implementing agency, conduct community and stakeholder consultations, identify and asses potential positive and adverse environmental and social impacts of Project interventions and propose cost effective mitigation measures for adverse impacts and lastly prepare the ESMF and EHCWMF which also includes requirements related to monitoring, reporting and institutional strengthening with cost estimates.
- Environmental and Health Care Waste Management Plan (EHCWMP)
The EHCWMP has been prepared for primary and secondary health care facilities supported by the Project and would be applicable to other such facilities in general. EHCWMP included a detailed Mitigation Plan and a Monitoring Plan as per the Bank requirements and consistent with the operational policy OP/BP 4.01 Environmental Assessment. The EHCWMP also complied the national environmental requirements and provincial acts, guidelines and regulations and Hospital Waste Management Rules 2005, in particular.
