Project Scope
The Integrated Social Protection Development (ISPD) Program is a transformative initiative in Pakistan’s efforts to strengthen its social safety net and combat poverty, financed by the Asian Development Bank (ADB) and operationally grounded in the Benazir Income Support Program (BISP). BISP executes this comprehensive program across several critical areas of social protection. This includes BISP’s Taleemi Wazaif Programme which operates on the principle of Conditional Cash Transfers (CCT), requiring beneficiaries to meet conditions such as school enrollment and a minimum 70% attendance rate, with non-compliance leading to suspension of cash transfers to incentivize educational engagement and accountability. Specifically, DLI 8 of the ISPD focuses on enrolling Out-of-School Children (OOSC) in the BISP CCT Education (Taleemi Wazaif) initiative. ADB has contracted AiD to validate the reported enrollment figures for OOSC at the primary and secondary levels for 2022 and 2023 as reported by BISP through its Management Information Systems, identify gaps in BISP’s system for capturing OOSC data at enrollment, and review the CCT system, procedures, and practices to recommend improvements for accurate reflection of OOSC data and numbers.

AiD is conducting the spot-checks through a quantitative survey of out-of-school children (OOSCs), their parents, teachers and school headteachers with a large sample size that is representative at both national and provincial/regional levels. In addition, the findings are being validates through qualitative data collection with school administration and BISP field and head office staff. The sample for the survey includes 5,064 OOSCs in 742 schools across 42 districts of Pakistan, encompassing all four provinces as well as GB, AJK, and ICT. AiD’s scope of work includes verifying the attendance rates of sampled children using school records; conducting a system review of all relevant documents; examining BISP MIS; and conducting 51 Key Informant Interviews with key BISP HQ staff managing the CCT program, BISP Field Supervisors, NCHD Field Officers, and Waseela-e-Taleem District Coordinators and Compliance Monitors in the sampled districts.
