Project Scope
The USAID-funded Punjab Youth Workshop Development (PYWD) Project, implemented by the Louis Berger Group over three years (2016-2019) in Bahawalpur, Lodhran, Multan, and Muzaffargarh, South Punjab, aimed to transform the youth bulge into a growth dividend by providing market-led skills for employment and entrepreneurship. The PYWD Project engaged at-risk youth in skill development and workforce education programs, successfully meeting training targets. Key interventions focused on sustainability, with recommendations including need-based services, private sector partnerships, and a youth engagement strategy. Efforts included building community organization capacities and establishing stakeholder forums. The project’s sustainability approaches involved various actors, including youth, community organizations, and government stakeholders, and will be evaluated for their long-term impact.
Under a Blanket Purchase Agreement (BPA), USAID has awarded AiD Pvt. Ltd. the Call Order/Contract for ex-post evaluation of the PYWD.
Services
AiD Pvt. Ltd. is providing ex-post evaluation services for a wide range of interventions implemented under the PYWD. This evaluation is employing a mixed-methods design drawing on quantitative and qualitative data using semi-structured KIIs, FGDs, group interviews, quantitative beneficiary surveys and documents review. The objective of the evaluation is to answer 4 key evaluation questions regarding the PYWD project:
- Which aspects of the Project have led to increased economic opportunities for youth that participated in the PYWD program? Are those aspects sustained after the end of the project?
- Are the USAID-promoted behavior change practices continuing to be practiced by the youth and communities that received USAID assistance?
- In what ways do the local partners contribute to or hinder sustained access to workforce education and training?
- Were key stakeholders satisfied with the performance of the PYWD Project in training youth in appropriate skills?
The findings will be utilized to guide the planning, design and implementation of future similar investment efforts by USAID.
