Narrative description of project:
AiD has started its implementation as a Third-Party Monitoring Agent for the Multi Donor Trust Fund (MDTF) Round 2 funded by World Bank. Following up on the 1st round, the 2nd round of MDTF projects will expand on support for essential services to the population impacted by the various crisis including Terrorism on the border regions with Afghanistan (KPK, FATA, and Baluchistan) and provide investments for short to medium-term reconstruction of the social and economic infrastructure. Specific TPMA tasks of the project are to Compile a GIS database of beneficiaries and assets created, Review the action plans of community organizations in service delivery projects, and assess their sustainability, Review in detail the documentation during the entire process of matching grants, with regard to the Economic Revitalization of KP and FATA project, Verify the existence of the assets and quality validation of the works at its different stages, Review Fiduciary aspects in the cases where implementation units are located outside Peshawar in the field, Conduct evaluation of the whole process of delivery of services rendered by organization/contractors through various procedures including interviews and surveys with the public and report on the impact of the work on the life of the people and regional economy
Description of actual services provided in the assignment:
The evaluation aims to assess the relevance, efficiency, effectiveness, impact and sustainability or lack thereof of the community built and maintained infrastructure schemes Including water supply, sanitation and drainage etc, towards expected outcomes envisaged in project proposal/financing agreement. The scope of work includes presenting key findings, drawing lessons, and providing a set of clear and forward-looking options leading to strategic and actionable recommendations for current and or future AusAid funded projects specifically and other similar projects in general.
Services included;
- Conducting necessary field visits, topographic surveys (providing as-built situation with all utilities and relevant information), Geo-technical investigations and tests
- Detailed designing and supervision of water sanitation & hygiene (wash) component
The overall aim is to generate an evaluation report that would support SRSP’s culture of internal learning and accountability in SRSP programming processes. The recommendations will aim to improve the strategies, implementation mechanism, and management efficiency of current/prospective AusAid funded projects and the overall CPI schemes implementation by SRSP in other districts.
