Project Scope
Karandaaz’s Digital Financial Services (DFS) Private Sector Portfolio focuses on supporting a range of interventions aimed at accelerating the adoption and usage of digital financial services in Pakistan. These interventions include Digital Experiments, Pilots to Scale, UI/UX Experiments, and Financial Inclusion for Women Challenge (FIWC) activities. The portfolio comprises a diverse set of projects, partners, and target beneficiaries, reflecting KRN’s commitment to addressing the unique needs and challenges faced by different segments of the population.
Karandaaz has commissioned Associates in Development (AiD) for the evaluation of their DFS portfolio. The assessment will focus on a subset of projects within the portfolio, ensuring a representative sample of the various intervention types, project sizes, and partner characteristics.

Karandaaz hired AiD’s services to carry out this assessment with a focus on specific sub-activities of the DFS Private Sector Portfolio, including Digital Experiments, UI/UX testing, Pilots to Scale, and Financial Inclusion for Women (FIWC) challenges (rounds I & II). The study evaluated these activities based on OECD DAC criteria, examining their relevance, coherence, effectiveness, efficiency, impact, and sustainability in achieving their objectives. The evaluation covered the period from the development of the last iteration of the DFS strategy (2018-19) to the present (2023).
The assessment employed a primarily qualitative approach, complemented by multiple data collection methods such as online surveys, key informant interviews with external stakeholders, consultations with KRN staff, and review of secondary project documentation. Additionally, quantitative data was collected to measure success rates, sustainability, and uptake rates to inform on project impact and partnerships. The findings of this assessment will help inform KRN’s future strategic decision-making, garner learnings, and guide future investments and partnerships for the Private sector portfolio.
