Project Scope and Services

The Government of Balochistan (GoB) prepared Balochistan  Human Capital Investment Project with support from the World Bank (WB). The Project’s objective was to improve access and quality of health and education services in Balochistan, particularly in refugee’s concentrated areas. In health sector, it aimed to do so by improving supply chain management, human resource (HR) management and service delivery in selected districts with a focus on primary and secondary health care. In education, the Project was focused on up-gradation of schools, teacher training and improving management of school.

Under that project, AiD prepared Environmental and Social Management Framework (ESMF) which also included Environmental and Health Care Waste Management Framework (EHCWMF) for the proposed activities related to construction and health care waste management and other activities related to social and environmental safeguards. The specific tasks included the review of national and provincial legislations and regulations, review of WB operational policies on environmental and social assessment, carry out reconnaissance survey, collect baseline data on physical, biological and socio-economic parameters, undertake institutional analysis of the implementing agency, conduct community and stakeholder consultations, identify and assess potential positive and adverse environmental and social impacts of Project interventions and propose cost-effective mitigation measures for adverse impacts and lastly prepare the ESMF and EHCWMF which also included requirements related to monitoring, reporting and institutional strengthening with cost estimates.
