In line with the national initiative on SDGs, the Government of Khyber Pakhtunkhwa in collaboration
with UNDP has established an SDG Support Unit in Planning & Development Department, which is
working in close coordination with national and provincial government entities, UN agencies and
civil societies to mainstream SDGs in local development plans and strategies, strengthen
coordination, reporting, and monitoring mechanisms, align financing flows with the 2030 Agenda, and
support integrated and innovative approaches to accelerate progress on SDGs
Strong ownership and localization of SDGs especially at the sub-national levels i.e. provincial and
the district is the key to effectively achieving the SDGs. Localization requires integrating 2030
Agenda into national, provincial, and district strategies, policies, plans, and programs and to identify
priorities and align resource allocations accordingly. In this pursuit, the SDG Support Unit has
developed a provincial SDG Framework, wherein baseline has been established to the extent data
permitted and priority SDGs targets have been identified and ranked in the provincial context with
the objective to devise a holistic development approach towards achieving the provincially relevant
SDGs targets.
The localization process makes it imperative to formulate effective policies, design plans and allocate
resources optimally for achieving SDGs. This, however, requires identifying challenges, potential
comparative advantages, and the accelerators at the lowest possible administrative level i.e.
Province/District/Tehsil/Village Council.

Description of actual services provided in the assignment:
AiD is conducting the following activities under this project:
– Literature review of the existing District Development Plans/District SDGs localization
plans, developed at the national, provincial, and district levels to assess causes of non-
implementation, lagged achievement, and structural bottlenecks with the guiding principle of

enlisting the lessons learned and addressing them in the current assignment.
– Mapping the quantum of financial resources, released to the respective district, especially on
the development side, in the last 10 years, and conduct statistical analysis to assess its impact
on the socioeconomic and environmental indicators, and how they can be improved.
– Detail socio-economic and ecological profiling of the targeted districts focusing on
indigenous resource base i.e., natural, social, human, physical, and financial resources
– Localizing the Provincial SDGs Framework in the selected districts through establishing
district baseline to the extent data permits and setting district SDG targets until 2030 through
a robust mix of quantitative and qualitative methods. Identification of district SDG priorities
in accordance with the National Economic Council (NEC) formula, comprising Width,
Depth, Level of Urgency, Severity, and Multiplier effect/interlinkages. Furthermore, the
prioritization of targets is to be segregated in terms of high, medium, and low priority.
– Developing District profile, covering the age demographics, socioeconomic, environmental
and governance statistics, and indigenous resource base i.e., comparative advantage/s of the
district coupled with means for tapping the resource base, which can be a means for
broadening the district’s revenue-generating potential.
– Developing an environmental strengths and weaknesses profile of the selected districts
especially through the lens of disaster risk, environmental degradation, and tourism
opportunities.
– Developing resource (Financial/Technical) mobilization Plan for achieving the District SDGs
targets considering all the resource inflows with their trends including suggestions of
innovative financial approaches to enhance district revenues.
– Identify sector-wise areas for interventions with concrete justification and by suggesting
innovative approaches to accelerate the progress towards achieving the SDGs targets of the
district.
– Developing plan/mechanism for the institutionalization of the District SDGs
Framework/Localization plan by reviewing the latest District Local Government Act and
District Development planning process.
