The Urban Resilience Fund (URF) was implemented in five cities of Pakistan; Sahiwal and Sialkot (Punjab) and Peshawar, Abbotabad and Mardan (Khyber Pakhtunkhwa). The baseline study comprised of two components: 1) City Resilience Profile – which was administered with government officials (including local councils and urban units) of the five cities; 2) Community Resilience – where 500 household were surveyed in the targeted cities comprising of qualitative and quantitative questions. The baseline study aimed to collect data capturing resilience measurement findings.
