Project Scope

The Khyber Pakhtunkhwa Governance and Policy Project (GPP KP) is a project funded by Multi Donor Trust Fund (MDTF) for KP, FATA and Baluchistan. The fund is being managed by the World Bank. The project aims to contribute to the overarching objective of the KP government to build public trust in state institutions and foster peace and stability in the province. The project is contributing to these objectives by supporting grievance redress mechanisms and community engagement in public services. The project is also providing support for public investment management and monitoring performance in service delivery. The project's support for tax collection is assisting the government's goal of imparting a sense of citizenship based on a social contract.


GPP KP has hired services of AiD as a Third Party Monitoring Agent firm to perform third party verification of the results against Disbursement Link Indicators (DLI's).


The TPMA tasks are contributing to achievement of following two main components of GPP KP project.

I)  Increasing capacity for revenue mobilization and the public financial management

II) Improving public investment management and accountability in public services


The first component of the TPM exercise requires the validation of the number of STS taxpayers that have filed tax returns. The purpose of the verification exercise is to review the increase in the number of tax filers and the resulting revenue generated by the Khyber Pakhtunkhwa Revenue Authority (KPRA). In this regard, AiD's experts are tasked with assessing the accuracy of the data through a system audit of the KPRA.


The second component of the TPMA requires asset verification of the number of water sector public investment assets that have been geo-mapped and published online. For this purpose, the verification team is conducting data collection activity to re-tag the identified assets in order to insure accuracy of the previous data collected.
