Project Scope:

The assignment aimed to review the performance of the targeting process by monitoring the efficiency and accuracy of the project cycle stages, to provide regular and timely feedback to BISP and recommend immediate improvements. The evaluation process also assisted in identifying options for improving the process and the targeting the scope of work covered Khyber Pakhtunkhwa (KPK), Balochistan, Azad Jammu and Kashmir (AJK) and Gilgit Baltistan (GB).


There were four components to the assignment:

  • Assessment of the Targeting Process (Shadowing Component)
  • Assessment of the Data Entry Process
  • Assessment of the Payment Process (Case Studies on Payments)
  • Assessment of Grievance Cases Specifically, the remit of the TPE was to:
  • Assess whether BISP and their Partner Organizations (POs) were implementing the Targeting Process in line with the methodology described in the Targeting Manual
  • Provide timely feedback to BISP on field operations with evidence based advice as to how immediate improvements could be made
  • Assess            if the targeting methodology and other operations were producing the outputs expected from the targeting process
  • Make recommendations for procedural adjustments, based on field observations
