Provision of Technical Assistance/ Continuous Audit for Construction of Missing Schools Facilities in Khyber Pukhtunkhwa 2014-15

Narrative description of Project:

DFID and DFAT have provisionally allocated £203.5 million to support implementation of the Khyber Pakhtunkhwa Province’s (KP) Education Sector Plan (2011/12 – 2015/16). Programme funds are delivered through three mechanism: i) education sector delivery grant (sector budget support); ii)

capital grant for infrastructure (project); and iii) technical cooperation (project),

DFID has helped the Government of Khyber Pakhtunkhwa in a series of reforms, one of which is the conditional grant programme. The genesis of this programme is based on the principles of district output based budgeting. The allocation is made to provide missing facilities in the schools and monitor the improvement. The missing facilities included additional classroom, boundary walls, water supply, group latrines, electrification, solar panels and minor structural repair. In the current financial year (2014-15), around 4000 schools will be provided missing facilities under this programme.

This is an external audit, which is done during the different stages of the programme. The purpose of continuous audit is to keep an independent assessment of the programme.

Financial Audit of the programme

  • To make sure that money allocated has been utilized as per approved School
  •  Improvement Plans (SIP) and record kept up to date.
  • To make sure that funds are released to district account office and then further to the respective PTC account.
  • To check the financial register maintained by the respective PTC, ensuring that all the allocation is utilized PTCs in accordance with SIP. Money left over can be utilized on other things according to the need of the school.
  • To identify areas of weakness where funds are mishandled or misappropriated.
  • Provide recommendations to address any issue.

 

2) Performance Audit of the programme

  • To make sure the missing facilities constructed are as per the approved School Improvement
  • Plans (SIP). This can be done by;
  • To check the identified missing facilities mentioned by PTCs in their approved SIP.
  • To make sure the same facility is constructed or being constructed in the school.
  • To check if the facility provided is in accordance with engineering standards or with the already approved designs.
  • Provide recommendations to address any issue.

 

3) Provision of technical assistance

  • To provide technical assistance to PTC in schools where major civil works are involved.
  • Addressing technical issues that arise on site and answering any related queries by PTCs/school management. Major Civil works include Construction of room, Group latrine, boundary wall and structural repair.
