The mission of the NCHD supported the Government of Pakistan in filling the implementation gaps, improving public sector delivery mechanisms and to achieve the MDGs with a focus on Education for All goals. Between 2009 and 2013, NCHD's major focus was on Education, which included Universal Primary Education (UPE) and Literacy. With the aim of improving the quality of its education program, its efficiency and effectiveness, NCHD commissioned AiD to carry out an assessment and Third Party Validation exercise of its programme/ operations and organizational systems.
The assignment required validation of all 282 Feeder Schools supported by the NCHD in the region, and a sample based evaluation of the 11,158 Literacy Centers.
In addition, a key component of the contract was to assess the efficacy and efficiency of NCHD’s organizational systems.
Led by an Institutional Development Expert, a senior team with strong background in education sector programming, with the support of experienced field monitoring team, carried out first hand data collection. The collected data was analyzed by the senior team to draw the results and develop a detailed assessment report.
